Basic Memorandum of Understanding (MOU)
Between: Putnam County Homelessness Solutions Coalition
And: Your Organization
Effective Date: Effective Date Access To Partner Portal Is Granted
1. Purpose & Vision
The purpose of this MOU is to establish a collaborative framework to address homelessness in Putnam County, specifically supporting the R.I.S.E. program and the passing of the Gloria Johnson Act and other supportive legislation. Both parties agree to work together to create a streamlined, data-driven response to housing instability.
2. Coalition Responsibilities (What We Do for You)
The Coalition agrees to provide the following to the Partner Organization:
Access to the Partner Portal: A secure hub for data viewing, legislative templates, and resource mapping.
Legislative Guidance: Real-time updates and “plain English” breakdowns of state mandates to protect your organization’s outreach activities.
Volunteer Pipeline: Recruitment and initial vetting of volunteers to be directed toward Partner programs as needed.
Centralized Reporting: Aggregating county-wide data to strengthen grant applications and local government funding requests that benefit all partners.
3. Partner Responsibilities (What You Do)
The Partner Organization agrees to:
Information Sharing: Provide non-sensitive, high-level data regarding available resources (e.g., bed counts or meal availability) to the Coalition Hub when applicable.
Communication: Maintain an active point of contact for the Partner Portal to ensure timely receipt of emergency alerts or legislative changes.
4. Autonomy & Governance
Independent Operation: The Partner Organization remains a separate and independent entity. This MOU does not grant the Coalition any authority over the Partner’s internal staffing, finances, religious mission, or board decisions.
No Financial Obligation: This agreement does not require the exchange of funds or create any shared financial liability.
Voluntary Participation: Engagement in specific Coalition projects (like the R.I.S.E. program) is at the sole discretion of the Partner.
5. Term & Termination
This MOU is an “at-will” agreement. Either party may terminate this partnership at any time, for any reason, with a simple written notice (email is sufficient).
This MOU is in effect upon your request and access granted to the Partner Portal. A formal MOU may be used as well with actual dates and signatures upon your request.
