New Coalition Forms to Address Systemic Homelessness in Putnam County

PALATKA, FL – The Putnam County Homelessness Solutions Coalition, a unified alliance of local service providers, government representatives, and advocates committed to ending the cycle of housing instability in the region.

As Putnam County faces unique challenges in resource management and shelter availability, the Coalition aims to serve as an independent bridge between state leadership and local providers. The organization’s primary focus is the establishment of a permanent, state-compliant shelter system and the advancement of the Gloria Johnson Act to ensure long-term community stability.

“Success is built on the strength of our partnerships,” says Red Conrad, Strategic Alliance Lead. “We are moving Putnam County toward a permanent, real solution through transparency, coordination, and a data-driven strategy that ensures no neighbor is left uncounted.”

The Coalition invites local non-profits and government agencies to join the alliance to help streamline resource management and improve data integrity for the benefit of the entire community.

Led by Strategic Alliance Lead Red Conrad, the Coalition is currently focused on three strategic pillars for the 2026 term:

  1. Legislative Protection: Advocating for the Gloria Johnson Act to provide a legal “safety valve” for municipalities facing Florida’s public camping bans (HB 1365).
  2. Data Integrity: Implementing the Real-Time Putnam Ledger to correct historic undercounts in the federal Point-in-Time (PIT) data.
  3. Fiscal Transparency: Serving as a central hub for data and coordination during state and local level investigations into regional homelessness funding to ensure every dollar reaches the front lines of service.
